Implementation of Complete Systematic Land Registration in Order to Provide Certainty and Legal Protection for the Community

Abstract


The aim of this research is to find out whether the implementation of Complete Systematic Land Registration has provided legal certainty and legal protection for the community in Blora Regency, to find out whether there are factors that hinder the implementation of Complete Systematic Land Registration in Blora Regency in order to provide legal certainty and protection for community in Blora Regency, and to find out what efforts must be made by the Land Office to provide legal certainty and protection for the community in Blora Regency. In this research, the theories used by the author are Legal Certainty Theory, Legal Protection Theory and Legal System Theory. This research uses an empirical juridical approach or legal sociology, namely an approach that looks at legal realities in society. Data that has been obtained through library research and field research is grouped according to the problems to be discussed. This data is the method used to analyze clarity. The method used to analyze the data is a qualitative method, namely a procedure that produces descriptive analytical data expressed by respondents in writing or orally. The research results show that the implementation of the PTSL program in Blora Regency is carried out in accordance with the provisions governing the PTSL program, namely Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency No. 6 of 2018 concerning Complete Systematic Land Registration and based on the views of the people of Blora Regency, the implementation of PTSL program activities is in accordance with Government Regulation Number 24 of 1997 concerning Land Registration, however only a small number of people take part in the program due to the lack of understanding of the people of Blora Regency regarding the benefits of certificates The land and costs involved are quite expensive. Obstacles that occur during the implementation of PTSL activities in Blora Regency are the lack of public understanding regarding the importance of the PTSL program, some communities have a low economic level, registration data is incomplete, and counseling is not well understood by the people of Blora Regency, so to overcome these problems the government carries out further outreach with the aim of making the community understand the PTSL program.
