Analysis of the Influence of Knowledge Quality and Skills on ICT Mastery and ASN Performance (Study at the Regional Secretariat of West Kotawaringin Regency)

Abstract


This study addresses a research gap related to the role of knowledge in performance by proposing Information and Communication Technology (ICT) as a mediator to bridge this gap. The objective of this study is to analyze the impact of Knowledge Quality and Skill Quality on ICT Mastery and its effects on Human Resource (HR) Performance. The research employs an explanatory research approach with a population consisting of all civil servants at the Regional Secretariat of Kotawaringin Barat Regency. The sample includes 50 respondents, and data were collected using a closed-ended questionnaire with a Likert scale ranging from 1 (Strongly Disagree) to 5 (Strongly Agree). Data analysis was conducted using Partial Least Squares (PLS). The results indicate that: (1) Higher Knowledge Quality positively impacts ICT Mastery, (2) Higher Knowledge Quality is positively related to HR Performance, (3) Better Skill Quality enhances ICT Mastery, (4) Better Skill Quality positively affects HR Performance, and (5) Greater ICT Mastery contributes to improved HR Performance. These findings underscore the importance of knowledge and skills in enhancing ICT mastery and HR performance.
