Improving Human Resources Competence in Government Procurement of Goods and Services at the Indonesian National Police
Abstract
This study aims to analyze the competence of human resources (HR) involved in the procurement of goods and services at the Metro Jaya Regional Police (POLDA) using a SWOT analysis approach. Data were obtained through surveys and interviews with related personnel. The results of the SWOT analysis identified the strengths, weaknesses, opportunities, and threats that affect the procurement of goods and services at POLDA Metro Jaya. HR development strategies were formulated based on the results of the SWOT analysis. The findings of this study provide insight into the internal and external factors that affect HR competence in the procurement of goods and services as well as recommendations for strategies to improve these competencies. This study has important implications for policies and practices in the procurement of goods and services in other government agencies. Strategies for improving HR competence in the procurement of goods and services at Polda Metro Jaya include implementing a rotation system for personnel involved while ensuring they receive appropriate training, encouraging personnel without certification to undergo intensive training, working with certification institutions to conduct competency tests in the workplace, utilizing certified personnel as mentors, developing a reward system, using technology to automate processes, increasing access to learning opportunities, and developing clear SOPs to reduce the risk of delays and increase efficiency.
