Abstract

This study aims to investigate the impact of innovative leadership, innovative work behavior, initiative climate, and quality public service performance. The research method used is explanatory research involving a population of 295 Village and Sub-district Heads from 16 Districts in Blora Regency. The sample of this study consisted of 102 respondents selected from Village Heads in 16 Districts of Blora Regency using proportional stratified random sampling techniques. Primary data collection was carried out through a questionnaire designed to measure the variables mentioned earlier. Measurements were made using an interval scale of 1 to 5, ranging from Strongly Disagree (STS) to Strongly Agree (SS). Data analysis was carried out using the Partial Least Square (PLS) method. The findings of the study indicate that innovative leadership practices have a positive impact through two main factors: innovative work behavior and initiative climate. Thus, innovative leadership style is not only an effective leadership model, but also a key to creating positive transformation in public services, which leads to increased public satisfaction and trust in village government. The results of the hypothesis testing show that the innovative leadership style of the village head has a positive and significant effect on increasing work innovation behavior, public service performance, and initiative climate. In addition, work innovation behavior and initiative climate also have a positive and significant effect on increasing public service performance. Thus, these findings provide an important contribution to understanding the importance of innovative leadership in improving the quality of public services at the village level.
